Rational Expressions
A rational expression is a polynomial fraction. Whatever you can do to a regular fraction you can do to a rational expression.
To divide rational expressions you do the same for dividing regular fractions. You flip and multiply.
To multiply rational expressions it is simpler to cancel terms first, then you multiply.

Rational Functions
Any function which can be written as the ratio of two polynomial functions. Neither the coefficients of the polynomials nor the values taken by the function are necessarily rational numbers.
